Abstract
⺠The lack of a common goal limits the lessons learnt from isolated PSS case studies. ⺠The paper proposes common goals: improving planning process and planning outcome. ⺠66 PSS studies are analyzed on hypotheses and measurements of these goals. ⺠There are many hypotheses found related to these goals, but limited measurement. ⺠The paper proposes to measure PSS effectiveness more structured along these lines.
