Abstract
The aim of this article is to implement a decision-making model for public administration which can select the best innovation policies based on a number of criteria reflecting their major goals in terms of policies relating to energy, economics, social cohesion and “factor 4″ (to reduce greenhouse gas emissions by a factor of 4 by 2050 compared with 1990 levels). The methodology developed herein has been applied to a concrete case, with some resulting recommendations which may be of use for the public authorities: simultaneously combine research in favour of solar mobility technologies and apply a relatively high carbon tax. Such recommendations are mitigated by the choice of the data set and the methodological shortcomings.
