Abstract
The Norwegian RES action plan will not affect domestic emissions unless the electricity surplus generated by the certificate market is used to phase out fossil fuels in domestic sectors beyond the scope of the RES directive. The use of electricity to phase out fossil fuel consumption in the offshore sector would substantially reduce Norwegian emissions figures. The Swedish plan would positively impact Swedish greenhouse gas emissions; however, this impact is limited, primarily because a substantial increase in energy consumption is expected.
