Abstract
⺠New car CO2 emissions in Europe have not decreased at expected levels. ⺠Reasons are: negligible downsizing and increasing power of new diesel cars. ⺠Today there are more models with higher-than-average emissions than a decade ago. ⺠Low-carbon transport policies should address changes in vehicle size and performance.
