Abstract
⺠Small scale coal mines have played an important role in China's energy supply. ⺠We analyze the interests and influences of key stakeholders in the safety regulation of small coal mines. ⺠The mineworkers have the strongest interest but least influence. ⺠An effective regulation must engage the mineworkers, organize, and empower them.
