Abstract
⺠Scope for energy efficiency in the Dutch built environment is high but unharvested. ⺠We investigate this gap with a sectoral systems of innovation approach. ⺠We collected data through interviews. ⺠We find that poor regulatory design and lack of market demand are main barriers.
