Abstract
► We present a framework to explain why ESCOs do not operate effectively in China. ► China's ESCO industry is based on relational governance based on trust. ► Yet, ESCOs operate their business as if they are in a system of market governance. ► This mismatch is the most critical challenge inhibiting the industry's growth.
