Abstract
⺠Historical reasons for fuel poverty as a particularly UK phenomenon are considered. ⺠There are significant differences with the European situation. ⺠The changeable climate influenced building and heating methods as well as health. ⺠Fuel supply encouraged heating by inefficient open fires that needed draughts. ⺠Improving airtightness in an oldhousing stock remains challenging.
