Abstract
⺠We highlight the origins of the 10% threshold used to define fuel poverty in the UK. ⺠This sheds new light on why fuel poverty targets in the UK have not been reached. ⺠It also helps interpret regional disparities in UK fuel poverty prevalence. ⺠The threshold has created an unstable mosaic of over- and under-estimation.
