Abstract
⺠Existing natural gas reserve estimation techniques ignore land use, regulations, and policies. ⺠The impact of land use and regulation on the recoverable natural gas resource is significant. ⺠48% of the Marcellus Shale in New York and Pennsylvania is inaccessible to drilling. ⺠In New York, approximately 83% of the Marcellus is inaccessible. ⺠In Pennsylvania about 32% of the Marcellus is off limits to drilling.
