Abstract
⺠We conduct decomposition and sectoral analyses of China's industrial energy use. ⺠Efficiency effect was the primary factor slowing growth of industrial energy use. ⺠Structural effect had relatively small impact on industrial energy consumption. ⺠11th FYP policies lowered energy intensity of energy-intensive industries. ⺠Contribution of the Top-1000 Program and the Ten Key Projects is large.
