Abstract
⺠Participation of CSP plants with storage in tertiary reserve is possible ⺠This participation is not efficient due to the bounded nature of the solar resource. ⺠The participation would also cause economic losses to CSP producers. ⺠Regulation may allow tertiary participation under stressed conditions.
