Abstract
⺠We develop a model and examine the imports of nuclear power technologies in China. ⺠We address the institutional aspect of importing complex technologies. ⺠We identify the policy principles and goals that legitimate different arrangements. ⺠We identify both evolutionary and revolutionary changes of the nuclear power field. ⺠New arrangements do not replace but overlap the existing ones.
