Abstract
⺠Composition and impact of stakeholders' agendas on ethanol production were analysed. ⺠3325 documents published between 1997 and 2006 were text mined. ⺠Government agenda and ethanol production present a bi-directional causality. ⺠Science has played an advisory role in policy-making. ⺠Ethanol production precedes the stakeholders' agendas.
