Abstract
⺠The transition to low carbon power systems is studied from a multi-level perspective. ⺠Transition pathways with possible technology options are presented. ⺠An interactive framework is proposed for managing this transition. ⺠Representative technology options are appraised within the framework to show the logic of policy design.
