Abstract
⺠Foresighted, flexible and transparent policies are key for infrastructure projects. ⺠UMPPs are effective energy planning tools ensuring suitable risk distribution. ⺠Stringent yet flexible provisions on changes in shareholding required post award. ⺠Disallowing change in bid guidelines after bid award necessary to tackle corruption. ⺠Framework of “Lead Procurer” required to speedily address arbitration in UMPP.
