Abstract
⺠Among all policy fields exhibiting global externalities, energy stands out. ⺠It is characterized by greater complexity, higher costs, and stronger path dependency. ⺠This is at odds with key challenges relating to security, justice, and transition. ⺠Problems are particularly related to unclear levels of authority and weak resilience. ⺠Energy scholarship needs to focus further on these issues.
