Abstract
⺠The last two decades have witnessed a staggering reduction of energy R&D. ⺠This was due to the liberalization of electricity markets. ⺠The R&D cuts have been particularly intense in private utilities. ⺠Instead, state-owned utilities have maintained an adequate research capacity. ⺠The above market failure is calling for urgent policy measures.
