Abstract
► From 1990 to 2008, CO2 emissions from road transportation in the EU increased by 21%. ► Alternative vehicles are important, but internal combustion engines (ICE) will remain dominant. ► The paper shows how competition and new regulation accelerate the improvement of ICE-vehicles. ► The key factor for long-term emissions reduction is appropriate regulation, not technology. ► Most effective is a technology-neutral framework with stepwise increasing stringencies.
