Abstract
⺠From 1990 to 2008, CO2 emissions from road transportation in the EU increased by 21%. ⺠Alternative vehicles are important, but internal combustion engines (ICE) will remain dominant. ⺠The paper shows how competition and new regulation accelerate the improvement of ICE-vehicles. ⺠The key factor for long-term emissions reduction is appropriate regulation, not technology. ⺠Most effective is a technology-neutral framework with stepwise increasing stringencies.
