Abstract
▶ We model how knowledge, attitudes, and past purchase affect CFL adoption. ▶ Saint Lucian consumers have some knowledge of and favorable attitudes toward CFLs. ▶ Energy efficiency knowledge increases stated willingness-to-pay (WTP) for CFLs. ▶ Past purchase does not increase WTP; low-quality 'lemons' may influence consumers. ▶ Policy can lower consumer risks in lighting markets where low quality bulbs exist.
