Abstract
⺠Residential sector has a large potential for energy and carbon reduction. ⺠Energy efficiency for housing must be reconciled with socially oriented housing policy. ⺠Action Plan for Energy-efficient Housing in the UNECE region is presented. ⺠The Plan offers an integrated framework for sustainable transition to low-energy housing. ⺠Governance, technology, and equitable access are three key elements of the framework.
