Abstract
Measures of inconsistency or difference between a set of pairwise comparisons and the final ranking of alternatives, give valuable and useful information. In this paper, we present characterizations of two such measures, the 3-cycle count and the backward length. The characterizations provide insight into what exactly is measured and how measures differ in processing adjustments in a tournament.
