Abstract
â¶ A development likelihood model was built that offers major improvements over the conventional development suitability model by directly incorporating community issues in the model calibration. â¶ Using grounded theory provided new insights into designing and implementing community-based planning. â¶ These findings provide new and novel tools for non-profit organizations to engage directly in development suitability analysis to improve community-based planning processes.
