Abstract
⺠Justifications for the popularity of increasing block rates are examined. ⺠Rationales for selecting increasing block rates or uniform rates are studied. ⺠Empirical models are applied to simulate the welfare effects of rate choice. ⺠Increasing block rates distribute welfare inequitably in scarce-water settings.
