Abstract
⺠Support of poor countries' climate policies serves distributive & allocative goals. ⺠Mitigation support tends to be Pareto-improving, adaptation support tends not to be. ⺠Existing international adaptation support schemes ineffectively pursue policy goals. ⺠More fairness may raise the prospects of success in international negotiations. ⺠Adaptation support can reduce unfairness perceived by developing countries.
