Abstract
⺠We extend the public goods game to include institutional reward and/or punishment. ⺠Evolutionary stability under the replicator and canonical equations is characterized. ⺠Combined reward and punishment promotes fully cooperative Nash equilibrium (NE). ⺠For institutional reward, a globally stable, partially cooperative NE emerges. ⺠For institutional punishment, no cooperation and full cooperation are both stable NE.
