Abstract
⺠A loss of green spaces and agricultural land to built-up areas leads to an increase in hazard exposure. ⺠Those who are more likely to live in hazard-prone areas cannot be described exclusively as “the poor”. ⺠Merely combining two hazards does not adequately express the complexity and diversity of the problem. ⺠In order to reduce hazard exposure, it is important to undertake an effective land-use planning.
