Abstract
⺠Flood hazards policy continues to be dominated by a technocratic approach to risk. ⺠Physical exposure is emphasised but socio-economic vulnerability is largely excluded. ⺠Improved methods for vulnerability analysis can help to address this gap. ⺠However conceptual challenges may represent a more fundamental obstacle to change. ⺠This is due to a particular understanding of flood hazards embedded in the decision-making process.
