Abstract
⺠We developed an assessment framework combining effect and goals-based evaluation. ⺠The conversion of arable land had decreased by 72 percent due to planning in place. ⺠There are 2 pillars and 3 kinds of institutional transition for the effectiveness. ⺠There are three root causes for the effective but unsuccessful land use planning.
