Abstract
⺠The debate on commercial use of public access to forests is intense in Sweden. ⺠Stakeholders and arguments in the debate have been quite stable for 100 years. ⺠The contested access rights cause a division between right and left wing parties. ⺠So far a political majority has preferred soft governance to handle the conflict. ⺠In the future, self-regulation might provide an acceptable solution to the parties.
