Abstract
► The paper addresses how forestry decentralization affects forest-related conflict. ► We argue that decentralization inevitably generates some degree of conflict. ► We find no correlation between decentralization and conflict. ► Prevalence of conflict is an incomplete indicator of forest governance performance. ► A better indicator would be the nature of conflict and how it changes over time.
