Abstract
⺠The management of plant health is complicated by its public good characteristics and by the presence of asymmetric information. ⺠Public responses include command and control measures as well as research and extension. Increasing volumes of trade and the ongoing internationalisation reduce the effectiveness of public sector activities. ⺠The private sector responds to the reduced effectiveness of the public sector activities by introducing new forms of self-regulation such as insurance and certification.
