Abstract
⺠This study explores how material interests, norms and values affect biodiesel policies. ⺠India produces biodiesel from tree-borne oilseeds. ⺠Depending on stakeholder interests, production is organised differently. ⺠Policies support social forestry, peasant cooperatives, subcontracting, or plantations. ⺠We trace the link between interest groups, policies and outcomes for five states.
