Abstract
⺠Participatory approaches work best in slow-onset emergencies with no conflict or displacement. ⺠Limitations of access, security and staff capacity often require community management of aid. ⺠Targeting aid is an opaque process to recipients, who are often not familiar with it. ⺠Increased contact, clear objectives, and good information make targeting more participatory. ⺠More participatory approaches can reduce error and improve targeting practices.
