Carbon Reduction Credit Program: A State Compliance Tool for EPA's Clean Power Plan Proposal

A credit-based CO2 emission rate reduction program for existing power plants can provide an easy-to-administer system for state policymakers and regulators to comply with the EPA's proposed Clean Power Plan. The program developed by the authors is flexible, technology-neutral, market-based, and designed so that state programs can later merge into multistate efforts, if desired.
