A block Jacobi method for complex skew-symmetric matrices with applications in the time-dependent variational principle

Solution method: A sequence of block Jacobi rotations is constructed that iteratively reduces the matrix to normal form. The skew-symmetry is exploited so that singular values are produced in pairs.
