این تحقیق بر ضرورت بازاندیشی شهرهای مداخله در ساختمان های موجود و در نتیجه نیاز فوری به توسعه سیاست های انرژی محلی می تواند موجب گسترش اقدامات بهره وری انرژی و کاهش برخی از موانع مداخلات شود. به طور مداوم، هدف اصلی تحقیقاتی که در اینجا گزارش شده است، توسعه روش شناسی به عنوان حمایت از فرایند تصمیم گیری در تعریف سیاست های انرژی محلی است. هدف از این روش، با استفاده از ابزارهای مشخص شده (شاخص های عملکرد کلیدی، نمودارهای محدوده، ساختمان های مرجع و غیره) و روش های ارزیابی (تجزیه و تحلیل هزینه-مطلوب، تجزیه و تحلیل هزینه-مزایا و غیره)، سیاست های محلی برنامه ریزی انرژی در ابتدا به ساختمان های عمومی مربوط می شود. در این مقاله، یک حسابداری کامل با نتایج اولیه از اجرای روش و کاربرد آن در مورد مطالعه موردی شهرداری تورین، از آنجا که همکاری بین آن و پلی تکنیک تورینو در چارچوب ابتکار مرکز انرژی . این اولین برنامه در حال اجرا، امکان آزمایش روش ها را فراهم می کند و ضرورت تقویت همکاری میان دفاتر شهرداری و ایجاد مکانیزم برای به اشتراک گذاری داده هایی مانند دسترسی های دیجیتالی را نشان می دهد.

The research is focused on the necessity of re-thinking cities intervening on existing buildings and, consequently, on the urgent requirement to develop local energy policies able to encourage the spreading of energy efficiency measures, lowering some barriers to the interventions. Consistently, the main goal of the research here reported is to develop a methodology as support to the decision making process in defining local energy policies. This methodology aims to suggest, by means of specifically identified tools (Key Performance Indexes, quadrant-charts, Reference Buildings, etc.) and evaluation approaches (cost-optimal analysis, cost-benefits analysis, etc.), local policies of energy planning related firstly to public buildings. The present paper provides a full accounting, with some preliminary results, of the methodology implementation and its application to the case study of the Municipality of Torino, since a collaboration between it and the Politecnico of Torino is ongoing in the framework of the Energy Center Initiative. This first ongoing application enables to test the methodology and to highlights the necessity of strengthen the cooperation among municipal offices and to develop mechanism for sharing data such as digital achieves.
