Pricing Carbon under EPA's Proposed Rules: Cost Effectiveness and State Economic Benefits

EPA has proposed a new rule to regulate carbon dioxide from existing power plants meeting a deadline set by the President. The proposed rule recognizes existing regional market-based programs like the Regional Greenhouse Gas Initiative that cost-effectively reduce power sector CO2 emissions.
