Unfinished business: Taiwan's experience with rights-based coastal fisheries management

► The paper examines a case involving a mix of TURFs, co-management and competition for using coastal zones. ► Taiwan has implemented the fishery right system, an approach of rights-based management, but failed to build community-based co-management. ► The government initiated a remodeling of the system to tackle this failure. ► It is advised to play a more active role in putting the system into practice. ► A view with ICM or MSP is suggested for developing co-management under this system.
