Buy, Build, or Lease: Managing Serials for Scholarly Communications

The sustainability of the current model for scholarly journal publishing is being seriously questioned. Price increases for journals exceed increases in libraries' resources and the use of the subscription-based business model is seen as reducing access to research results in a time when digital distribution should be increasing access to research. New models for scholarly communications like Open Access (OA) are emerging but there are questions concerning their ability to fix current problems. If neither the current models nor new models are sustainable, then what are the strategies libraries can implement to continue to provide resources to their users and remain valuable partners in the scholarly communications process?
