مدیریت پروژه و برنامه در اتحادیه اروپا در طول سالهای گذشته به طور فزاینده ای توسعه یافته است تا از توسعه اقتصادی اجتماعی و اقتصادی کشورهای عضو اتحادیه اروپا جلوگیری شود. پایان نامه مطالعه معتقد است که بهترین ابزار و روش های پروژه و برنامه در حال حاضر بر توسعه اقتصادی و اجتماعی جوامع و کشورها تأثیری مثبت دارد. این مطالعه یک رویکرد سیستماتیک برای ارزیابی نتایج و نتایج برنامه و تاثیر کلی آن بر توسعه اقتصادی و اجتماعی را پیشنهاد می دهد. قسمت اول مطالعه، پیش فرض های نظری مربوط به مدیریت پروژه و برنامه ها و همچنین ارائه و تحلیل روش ها و تکنیک های خاص ارزیابی برای ارزیابی های اقتصاد سنجی را بررسی می کند. در مرحله دوم، مطالعه، نظریه های مربوط به مداخلات پروژه و برنامه را برای اطمینان از تغییر موثر و کارآمد و توسعه اقتصادی اجتماعی، مورد تجزیه و تحلیل قرار می دهد. یافته های این مطالعه از طریق یک مطالعه موردی تجسم و اثبات شده است که نتایج حاصل از اجرای طرح های مدیریت پروژه اروپا و بلغارستان و تاثیر آن بر وضعیت اجتماعی و اقتصادی در کشور را توضیح می دهد. سنتز نظری و مطالعه موردی ارائه شده به بهبود دانش و درک بهتر از عمل ارزیابی کمک می کند که می تواند شکل گیری و تحمیل شرایط مدیریت موثر را ایجاد کند و پایه ای برای پیاده سازی سیاست های استراتژیک و اهداف توسعه اجتماعی و اقتصادی را تضمین کند. این مطالعه روش کامل و آماده برای استفاده برای ارزیابی اقتصادی اجتماعی را ارائه نمی دهد، اما نقطه شروع خوبی در شکل گیری دانش علمی و مدیریتی در این زمینه است.

Project and program management within European Union has increasingly developed over the past years in order to ensure sustainable socio-economic development for EU member states. The thesis of the study accepts that best available project and program tools and methods influence positively on the economic and social development of communities and countries that effectively implement them. The study proposes a systematic approach for the evaluation of program outputs and results and its overall impact on the socio-economic development. The first part of the study examines the theoretical postulates regarding project and program management as well as presents and analyses certain evaluation methods and techniques used for econometric evaluations. Secondly the study analyses what are the theories with regard to project and program interventions for assuring effective and efficient change and socio-economic development. The findings in the study are visualized and proven through a case study explaining the results from the implementation of European project and program management approaches in Bulgaria and their impact on the socio-economic situation in the country. The theoretical synthesis and the presented case study contribute to improved knowledge and best understanding of the evaluating practice that can prove the formation and imposition of conditions for effective management that forms and ensures the base for implementing strategic policies and socio-economic development objectives. The study does not give a full and ready to use method for socio economic evaluation, however, it is a good starting point in the formation of significant academic and managerial knowledge in the field.
