By combining results from systematic mapping and expert-opinion surveys a framework can be created for moving towards a 'full cost of electricity' model incorporating various economic and environmental externalities to inform energy policy decision-making. Though a variety of sources in academic publications and the grey literature quantify different factors in the full cost of electricity, very few studies have taken a comprehensive look at comparing the full costs of different generation sources.
