How will EPA's Clean Energy Incentive Program impact solar projects?

EPA proposed the CEIP to spur renewable energy and energy efficiency efforts during 2020-21 prior to Clean Power Plan compliance. The CEIP offers tradable allowances for renewable energy generated or energy saved under eligible programs. It is unclear how much additional solar energy will be generated solely from the CEIP given that the solar tax credit extension has caused a flurry of activity.
