Measuring productivity growth under factor non-substitution: An application to US steam-electric power generation utilities

► We assess the performance of US electric utility facilities. ► We merge the Leontief specification and copula estimation in efficiency estimation. ► Partial factor productivity decomposition measures are developed and estimated. ► Labor productivity grew nearly three times faster than fuel productivity. ► Most productivity growth taking place in the pre-deregulation period.
