Should Relief Be Granted from the Clean Power Plan for Reliability Reasons?

The Federal Energy Regulatory Commission's pushback on a proposal by the ISO/RTO Council for a Reliability Safety Valve is appropriate and warranted. The focus going forward should be on improving existing processes and communications as opposed to developing new ones.
