From Federal Preemption Politics to Regional Transmission Planning and Policy Integration

In recent years, external evaluators’ review of metrics was tilted toward the siting side of the equation rather than planning. FERC and the Government Accountability Office have recommended that expansion studies, transmission investment, project approvals, and project construction also be included. Beyond these blunt measures, new metrics must be developed and carefully selected to address both planning outcomes and process.
