Dynamic Pricing for Residential Electric Customers: A Ratepayer Advocate's Perspective

New Jersey's Rate Counsel urges that the consideration of alternative pricing mechanisms aimed at encouraging a reduction or shift in residential electricity usage include recognition of the needs and wishes of consumers. Without consumer buy-in, any such pricing mechanisms will fail. To achieve the desired goals, customers must be able to understand and react to the pricing signals.
