The Home (as Power Plant) and Its Role in Electric Policy: Past, Present and Future

We need to abandon our preconceived assumptions that the home acts merely as a sink within the electric market and recognize its role as a power plant. Regulatory policy must address the best way to capture the public benefits of efficient energy use and to avoid the public harms associated with our energy use.
