Recommended Methods to Ensure Successful Development of Emerging Automation and ICT Systems in Poorly Developed Countries

The paper presents some methods of design and development of emerging/pioneering automation and ICT systems, that proved to be very successful in Poland before the political change in 1989 in that country. The methods should be affective also in other countries in similar unethical political conditions. Some comments are also given by coauthors of former socialistic countries.
