This paper is written as an attempt to study and analyze the utilization of project management: project life cycle (PLC) focusing on projects dealing with social (sensitive) public health issues targeting young people in Kosovo. Currently there is considerable number of organizations and institutions operating, such as: United Nations agencies, Government institutions, and civil society organizations that implements public health projects targeting young people n Kosovo. Most experienced actors involved directly in addressing the young people issues and their needs were approached and face to face in-depth interviews were performed aiming to understand the current situation, their organizational perception, opinions and experience in terms of project management and compatibility of the standardized project life cycle with the one being utilized. In this regard, the paper examines also whether project management (emphasizing project life cycle) has proved to be crucial in institutional, international organizations and civil society level. Comparison was done whether concepts such as project management emphasizing project life cycle are used and how they are applied by these actors according to project management international criteria. Professional utilization of project life cycle would enable a successful, sustainable, and quality control of project implementation and strengthen management of projects among all actors. Logically more funds will be coming not only to local NGO, but also in government level, as a consequence.
